State dossier 28 · West Bengal

West Bengal since 1947.

A source-led record of Partition, territorial change, constitutional government, elections, people, economy, World Heritage, rivers, movements and accountability.

Boundary rule: the undivided Bengal Presidency, pre-Partition Bengal, West Bengal after 1947 and the present State are different frames. Cooch Behar, Chandernagore, Purulia and the 2015 India–Bangladesh enclave exchange must be dated before comparing territory or population.

A region’s history stays humane when borders are dated, displacement is remembered without blame, and rivers, work and rights remain visible in the same record.— Rahul Gautam

World Heritage, rivers and civic change

Three World Heritage properties

The Sundarbans National Park, Santiniketan and the Darjeeling Himalayan Railway component of the Mountain Railways of India are inscribed properties. Durga Puja in Kolkata is separately listed as intangible cultural heritage.

Rivers, coast and delta

The Ganga–Bhagirathi–Hooghly system, Teesta, Damodar, erosion, floods, embankments and the Sundarbans require basin- and site-specific records. A hazard forecast is not a measured loss.

Land and political movements

Food movements, Naxalbari, refugee rehabilitation, Operation Barga, Singur, Nandigram and Gorkhaland mobilisations arose in different periods with distinct demands and legal contexts.

Ecological range

The Himalaya, Terai–Dooars, western plateau, Gangetic plain and mangrove delta form contrasting ecological regions. Tiger habitat, tea landscapes and coastal settlements need different conservation evidence.

Audits and public accountability

CAG reports on State finances, revenue, compliance, performance, public-sector undertakings and local bodies are attached to audited years and government responses. Welfare delivery, infrastructure, municipal finance, river works and procurement claims require report-level evidence.

Political allegation, audit observation, inquiry, charge, judgment and appeal remain separate statuses.
