Puducherry is administered under Article 239 and has a Legislative Assembly and Council of Ministers under Article 239A and parliamentary law. The Assembly has 30 elected members; Parliament may also provide for nominated members. It sends one member each to the Lok Sabha and Rajya Sabha.
K. Kailashnathan is Lieutenant Governor and N. Rangasamy is Chief Minister. The post-election ministry includes A. Namassivayam, Malladi Krishna Rao, P. Rajavelu, V. P. Sivakolundhu and G. N. S. Rajasekaran.

Tamil predominates in Puducherry and Karaikal, Malayalam in Mahe and Telugu in Yanam; French remains part of the territory’s institutional and cultural history. Population, GSDP, per-capita income, budget receipts and employment measure different things.
The planned French and Tamil quarters, churches, temples, colonial institutions and waterfront form a layered urban record. Arikamedu documents much older Indian Ocean exchange. Heritage attribution requires the competent archaeological or civic source.
Karaikal, Mahe and Yanam retain distinctive Tamil, Malayalam and Telugu histories while sharing one Union Territory administration. Sri Aurobindo Ashram is in Puducherry; nearby Auroville lies principally in Tamil Nadu and should not be reassigned by tourism shorthand.
Beaches, estuaries, mangroves and Oussudu/Ousteri wetland support biodiversity and livelihoods. Coastal erosion, flooding, pollution, groundwater stress and habitat change require site- and period-specific evidence.
The freedom and merger movements, demands for Statehood, language and regional concerns, and disputes over the powers of an elected ministry and Lieutenant Governor belong to different legal and political records.
