Administration and democratic representation

Union Territory government

The President administers Lakshadweep through an Administrator under Article 239. It has no Legislative Assembly or Council of Ministers. Ten Village (Dweep) Panchayats and the District Panchayat form a separate elected local tier.

More than 93% of residents are Indigenous Muslims, and the qualifying Indigenous population is classified as Scheduled Tribes. Malayalam predominates outside Minicoy, where Mahl is spoken. Catch, household income, tourist arrivals, Union grants and audited spending are different measures.

Coral ecology, culture and civic change

Coral atolls

Reefs, lagoons, seagrass and beaches protect settlements and sustain fisheries. Coral cover, bleaching, erosion, lagoon health and fish stocks require different monitoring methods.

Climate risk

Low elevation makes sea-level rise, storm surge, coastal erosion and freshwater salinity material risks. A projection is not an observed loss, and island-specific exposure matters.

Living culture

Island communities share close links with Kerala while Minicoy’s Mahl language and cultural connections are distinct. Matrilineal traditions, mosques, boats, dance and oral history need community-specific attribution.

Development debate

Tourism, transport, land use, fisheries regulation, animal protection and administrative reforms have generated civic debate. Draft proposals, enacted regulations, court orders and implemented projects remain separate statuses.
