Administration and democratic representation

Union Territory government

The President administers the territory through a Lieutenant Governor under Article 239. It has no Legislative Assembly or Council of Ministers; the Administration and elected local bodies operate within powers assigned by Parliament and Union rules.

Indigenous rights, heritage and nature

Protected peoples

Great Andamanese, Jarawa, Onge, Sentinelese, Shompen and Nicobarese communities have distinct histories and contact conditions. Five are classified as Particularly Vulnerable Tribal Groups; access to reserves is controlled under the 1956 Protection of Aboriginal Tribes Regulation.

Cellular Jail

The Cellular Jail is a National Memorial and is on India’s UNESCO Tentative List; it is not an inscribed World Heritage property. Its prison architecture and political-prisoner history require named archival records.

Island biodiversity

Coral reefs, mangroves, seagrass, endemic species, marine parks and the Great Nicobar Biosphere Reserve make terrestrial and marine boundaries equally important. Protected-area status does not itself measure ecological health.

Disaster and development

The 2004 Indian Ocean earthquake and tsunami caused severe loss, especially in Nicobar. Ports, roads, tourism and large-island projects require separate clearance, rights, seismic-risk and rehabilitation records.
